Tim Eden

Tim teaches in the area of Managerial and Cost Accounting and has 10 years of experience in government accounting, audit, analysis and cost accounting in a manufacturing environment. Tim is currently employed by Georgia Pacific, LLC as the Controller at their Brunswick Cellulose Mill.

Sally Gilfillan

Sally Gilfillan teaches in the area of Accounting. She retired from Longwood University in 2012 as an Associate Professor. Her focus at Longwood was the Principles of Fraud Examination and Governmental/Not-for-Profit Accounting. Ms. Gilfillan is licensed as a CPA in the state of Virginia, and was on the Prince Edward County (VA) Board of Supervisors 2003-2009. Other past professional memberships include Virginia Society of CPA’s Ethics Committee and Faculty Athletic Representative at Longwood University.

Her awards include the Chi Commendation, the Fuqua Excellence in Teaching Award, and Outstanding Student Advisor for the College of Business and Economics.

Criminal Justice

Steve Bius

Steve Bius is currently an adjunct instructor teaching Criminal Justice at the College of Coastal Georgia and also instructed at the Valdosta State University Camden site. His most recent employer was the Inspector General Criminal Investigator Academy at the Federal Law Enforcement Training Center (FLETC), where he served dual roles as a Training Program Manager and Special Agent with the Environmental Protection Agency, Office of Inspector General. Mr. Bius was previously the Chief of the Training Management Division at FLETC and also served as Program Manager for numerous FLETC law enforcement training programs to include Criminal Investigator Training Program, Uniformed Police Training Program, and Land Management Training Program. Prior to FLETC, he was a Special Agent with the Naval Criminal Investigative Service (NCIS) for 15 years.

Mr. Bius obtained a Bachelor of Arts in Political Science from Valdosta State University and a Master of Education (concentrations in Criminal Justice and International Relations) from Troy University. He is also a graduate of the Federal Executive Institute. Specialized NCIS training includes counterintelligence operations, criminal investigations, surveillance details, and protective service details. Certifications include physical fitness instructor/coordinator and firearms instructor.

Mr. Bius started his government service by receiving a commission in the U.S. Air Force as a 2nd Lieutenant through the ROTC program at Valdosta State University and was promoted to the rank of Captain before completing his 4 year active duty commitment.

Susan Busby Thornton

Susan Busby Thornton, J.D., primarily teaches in the area of criminal justice. She currently serves as the Senior Policy and Project Analyst for the Regional and International Training Directorate of the Federal Law Enforcement Training Centers, a component of the Department of Homeland Security. Ms. Thornton is a former Assistant District Attorney with the Brunswick Judicial Circuit, where she prosecuted high profile felony cases. She also served as a federal judicial clerk for the Honorable James E. Graham, U.S. Magistrate Judge for the Southern District of Georgia.Ms. Thornton earned her Juris Doctor degree from Florida Coastal School of Law, graduating magna cum laude in December of 1999.

Prior to her legal career, Ms. Thornton was a newspaper editor. She is past president of the Brunswick-Glynn County Bar Association and is an active volunteer with Georgia Legal Services, providing pro bono legal counsel to clients.Ms. Thornton serves on the Board of Directors for the YMCA of Coastal Georgia and is on the Steering Committee for the Tribute to Women Leaders. While at FLETC, she has served as a peer counselor, initiated a HealthierFLETC campaign in 2008, and was named Loaned Executive of the Year in 2005 while serving as co-chair of FLETC’s Combined Federal campaign. She currently leads the Editorial Board of the FLETC Journal. She loves living in the Golden Isles and enjoys outdoor activities with her husband and two grown children.

Michael Vesta

Michael Vesta currently serves as the Deputy Chief Information Officer at the Federal Law Enforcement Training Center (FLETC) in Brunswick, Georgia. He has been part of the FLETC staff since January 2006, serving first as the Division Chief for the IT Operations and Support Division prior to his promotion to his current position in 2010. From 2002 to 2006, Mr. Vesta served as the Chief of Information Resources Management at the Overton Brooks VA Medical Center in Shreveport, Louisiana, a facility which services a population of over 130,000 veterans located in northern Louisiana, southwestern Arkansas, and northeast Texas. Mr. Vesta played several roles in the National Weather Service prior to his service with the VA. Notable among these, He was the Information Technology Officer at the Las Vegas, Nevada Forecast Office, a Technical Instructor at the National Weather Service Training Center in Kansas City, Missouri, and an Electronics and Computer Technician in Hastings, Nebraska. Mr. Vesta was active duty Air Force from 1986 – 1990 where he maintained weather radar, weather sensing equipment, and computer systems.

Mr. Vesta holds a B.S. in Computer Based Information Systems from Park University (1995) and an MBA from Texas A&M University, Commerce (2001). Both degrees were awarded with highest honors. Mr. Vesta is a graduate of the National Defense University where in 2009 he was awarded their graduate-level Chief Information Officer certificate.

Mr. Vesta currently resides in Brunswick, Georgia with his wife and daughters. His hobbies include playing the guitar and computer programming.

Computer Science

Keith Horbatuck

Keith has been teaching at the College of Coastal Georgia since the Spring of 2014.His focus with the college has been teaching the online course, ITEC 2100, Computer Applications for Business.He holds a Bachelor of Science in Computer Engineering from the College of New Jersey, a Master of Science in Electrical Engineering from the University of North Florida, and is currently in pursuit of a PhD in Systems & Engineering Management from Texas Tech University.

Keith also supports naval operations at the nearby Kings Bay Naval Submarine Base (Kings Bay, Georgia) where he is an Engineering Manager.His efforts support submarine deployment and various focused Department of Defense initiatives. He is a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and a Member of the National Management Association (NMA). When not working, Keith enjoys outdoor sports and traveling both domestically and internationally.

Lee Southard

Mr. Lee Southard teaches computer classes online. He has a Master’s Degree from Boston University. He retired from the U.S. Army after serving 20 years and while in the military he served several positions dealing with early computing systems.After retiring from the military he taught computer classes at Brunswick Jr College, Coastal Georgia Community College and College of coastal Georgia until retirement after teaching over 25 years. During that time he taught computer classes in computers to include programming, Applications, networking and Microsoft Server. Currently he is an adjunct professor and Charter Captain.

Health Informatics

David Mock

David R. Mock primarily teaches in the field of Health Informatics. He works as a Systems Architect at Southeast Georgia Health System here in Brunswick. His education includes a BS in Computer and Information Science from the University of North Florida and an MBA –Healthcare Management, from Brenau University. His certifications include: RedHat Enterprise Linux Administrator, Microsoft Exchange Administrator, Tivoli Systems Administrator, Cerner Support Administrator/Medical Device Interfaces, IBM - AIX Administrator, and Cloverleaf Interface Administrator.

David is a U.S. Coast Guard Desert Storm Gulf War Veteran and has served as a Board Member for the American Red Cross. He is also a self-described “golf hack.”


Mark D. Johnson

Mark D. Johnson teaches Business Law and Ethics and is a partner with the Gilbert Harrell Law Firm Litigation Practice Group since 1994, and is also part of the Governmental Affairs and Real Estate Practice Groups. Previously, Mr. Johnson practiced with King & Spalding on the Products Liability and Toxic Tort Team. He has also been actively involved in governmental affairs, including assisting clients with local and state government officials. He is a member of the Atlanta Bar Association and the American Bar Association Litigation Section.

He earned his Bachelor of Business Administration, magna cum laude, in International Business from the University of Georgia, and received his Juris Doctorate, magna cum laude, from the University of Georgia School of Law. After law school, he clerked for the Honorable Dudley H. Bowen, Jr. in the Southern District of Georgia.

Mr. Johnson is a member of St. Simons Wesley Methodist Church where he has served on the Administrative Board and the Staff-Parish Relations Committee. He is also a past member of the Board of Directors for the Brunswick-Golden Isles Chamber of Commerce, the Glynn County United Way, and the University of Georgia National Alumni Association. Mr. Johnson is Chairman of the Board of Trustees of Magnolia Manor.Mr. Johnson is married to former Virginia (Ginny) Ray of Americus and has two sons and two daughters. He is a IFR rated private pilot and enjoys golf and snow skiing.

George Ragsdale

George teaches Business Law and Ethics. After earning his BS in Chemical Engineering, he began his career journey with Scott Paper Company and Brunswick Pulp & Paper. During this time he discovered his love for the law and went back to college to earn his J.D. from Delaware Law School while working full time for Scott Paper. He left Scott paper to work as general counsel for a privately held firm, then moved on as in-house counsel for Georgia Pacific.

George has remained active in community matters on St. Simons Island following his retirement from Georgia Pacific as Assistant General Counsel.He and his wife enjoy an active life playing golf, reading, teaching, travelling and spending time with their grandchildren.

Clint Darby

Clint Darby teaches primarily in the area of Management. He spent 40 years in banking, most of which was in residential and commercial lending. Prior to this, he was an engineer with a large company in Atlanta, and also served in the U.S. Army. Mr. Darby has taught at several Colleges and Universities before coming to College of Coastal Georgia. He is retired, but currently works for several Banks as a Construction Inspector and Advisor. He holds an Associate Engineering degree, an Undergraduate degree in Business, and a Graduate degree in Finance. He enjoys golf and running.

Public Management

Bill Weeks

Mr. Weeks teaches in the area of government finance and budgeting. His background includes forty years of experience in the private, non-profit, and public business sectors. After receiving his undergraduate degree from Princeton University, he went on to earn his MBA from Columbia University. He was employed in the forest products industry with various manufacturing, marketing, sales, financial control and general management responsibilities. For ten years prior to retirement in 2015, Mr. Weeks served in County and Municipal government in capacities including Capital Projects Manager, Director of Community Development, Assistant City Manager and for four years as the City Manager for Brunswick, Georgia.

Not content to fully retire, Bill now manages a local marina, and is a charter boat captain specializing in offshore adventures. In addition to being an avid angler, he and his wife enjoy scuba diving, traveling, various outdoor activities, and spending time with family. He is also a member of the Finfish Advisory Panel, is a published, amateur archaeologist and stays active searching history for missing pages, as well as other community activities.

Dr. Mary Eleanor Wickersham

Upon retiring from CCGA as the first Associate Professor of Public Management, Mary Eleanor Wickersham was conferred with the honor of Professor Emerita. She has been a key faculty member in the development of the Public Management degree program and concentrations in Public Sector Management, Nonprofit Management, and Public Policy. She holds a B.A. in Geology from Emory University, the M.A. in Public Affairs from Georgia College and State University, a Certificate in Clinical Health Care Ethics from St. Louis University, and a Doctorate in Public Administration from Valdosta State University.

She has much experience in public affairs, having run a weekly newspaper and worked in public relations, training and development, community relations, and public affairs for a school system, a college, county governments, hospitals, and several nonprofits, trade groups, and private sector businesses. Her various roles included Director of Ancillary Services, Physician Liaison, Director of Business Development, and Corporate Compliance Officer for large long-term care corporations. She also has experience running political campaigns and referendums and acting as an entrepreneur to start several health-related businesses for her employers. Employing her experience in public affairs and health care, she served for two years as the health and Human Services Advisor for Governor Sonny Perdue, while working on her doctorate at VSU. Upon graduation, she became a faculty member in Public Administration at VSU, before transferring to the College of Coastal Georgia to help start the new Public Affairs (now Public Management) major.

Dr. Wickersham has been very engaged in the community, assisting local and state organizations with planning, research, and facilitation. She has written and presented extensively on health care related issues and ethics, her two major interests. She values the college’s focus of experiential learning and has been an active participant in service-learning and supervising student internships.
